Telangana State government is going to its own ‘Telangana Skill Development Mission’ aiming to increase employability

HYDERABAD: A policy will be in place for imparting employability skills for youth, as part of the proposed Telangana State Skill Development Mission. The mission will replace the existing Rajiv Education and Employment Mission (REEM).

“We are preparing the policy document as part of the Skill Development Mission. The state government will soon appoint CEO or chairman for the Skill Development Mission,” official sources in the labour department told Express on Monday.

The Mission will train and employ youths in the state.

As of now, the state government was unaware of the number of unemployed youths in the state. This is mainly because of different institutions providing employment to the youths. GHMC, NREGS, NAC and other institutions are providing employment or self-employment independently. Once, the Skill Development Mission is in place, it will coordinate with all the institutions and departments providing employment.

It will provide close to accurate data for the government on the number of employed or unemployed youths, sources said. According to figures available with the employment registration office, around 9.95 lakh youths have registered for jobs. However, they registered with the exchanges for government jobs, many of them may be working in private sector, sources added.

For the number of unemployed youths, the state government is now basing on the information provided by the planning or statistics department.

As per 2011 census, the state’s population is 3.5 crore with 83 lakh families. As per the statistics department’s latest report, 1.63 crore are main workers and 26 lakh are marginal workers in the state. Main workers means those who got employment at least for 240 days in a year. However, of the total population 39 lakh are below six years age.

The population of below 15 years and above 58 years should also be deleted to get the exact number of unemployed, sources said. As the Skill Development Mission will coordinate with all the departments, the state government will get an idea on the number of unemployed youths, source said.

The proposed Skill Development Mission is aimed at imparting employable skills to around five lakh youths by 2019.
